Community Development Block Grant (CDBG) – Urgent Need Program
Grants to help communities address an immediate threat to health or safety resulting from a sudden and severe emergency. The need must be certified by the state agency that has regulatory oversight. Must explore all funding opportunities before contacting Department of Commerce. The maximum amount awarded is $100,000.
Deadline: As needed. Due to the emergency nature of such projects, applications are reviewed promptly.

Emergency Response Historic Economic Asset Lifeline (Emergency HEAL) Grants
Buildings that are at risk of imminent loss, that are causing damage to surrounding downtown buildings, and/or have significant damage due to a disaster event are eligible projects for Emergency HEAL. The program is intended to bring rural downtown buildings back from likely demolition or collapse and rehabilitate them into productive use as spaces for new or expanding businesses, childcare, housing, arts and culture, or entrepreneurship. The grant will be open annually, with a maximum of $100,000 award per community. Matching funds (1:1) are required. The grant application must be made by a local or county organization on behalf of the building’s owner. Eligible applicants include Designated Kansas Main Street Programs, Economic Development Corporations, City or County Government, 501(c)3 or 501(c)6 organizations and Community Foundations.

Hazard Mitigation Grant Program
A grant program to help communities implement hazard mitigation measures following a Presidential Major Disaster Declaration in the areas of the state, tribe, or territory requested by the Governor or Tribal Executive. Through this program, the Federal Emergency Management Agency (FEMA) can provide funds to States and local governments to implement mitigation measures that reduce the risk of loss of life and property from future disasters. FEMA provides up to 75 percent of the funds for mitigation projects. The Kansas Division of Emergency Management (KDEM) administers this Federal grant program. Project examples include but are not limited to acquisition/demolition, relocation, elevation in hazard prone areas and safe room construction.

FEMA Hazard Mitigation Grant Program Post Fire
States, federally-recognized tribes and territories affected by fires resulting in an Fire Management Assistance Grant (FMAG) declaration on or after October 5, 2018, are eligible to apply.
Deadline: The application period opens with the state or territory’s first FMAG declaration of the fiscal year and closes six months after the end of that fiscal year.

USDA Rural Development – Emergency Community Water Assistance Grants
Program helps eligible communities prepare for, or recover from, an emergency that threatens the availability of safe, reliable drinking water for households and businesses. Funds may be used for water transmission line grants up to $150,000 for construction of waterline extensions, repairs to breaks or leaks in existing water distribution lines, and related maintenance necessary to replenish water supply OR water source grants up to $1 million for the construction of new wells, reservoirs, transmission lines, treatment plants, and/or other sources of water (water source up to and including the treatment plant).
